In much of the nation's midsection and the South, vast swaths are under either “severe” or “extreme” drought conditions, according to the University of Nebraska’s Drought Mitigation Center. Under “exceptional” conditions (often categorized as Level III or IV), all non-essential water uses are subject to review and restriction.
