Pool & Hot Tub Alliance Seeks Public Comment on Proposed Revised PHTA-3 Standard

The Pool & Hot Tub Alliance (PHTA), the trade association representing the swimming pool, hot tub, and spa industry, invites public review and comment on the proposed revision of ANSI/APSP/ICC-3-2014 (R2023) American National Standard for Permanently Installed Residential Spas and Swim Spas.

The proposed draft PHTA-3 Standard for Permanently Installed Residential Spas and Exercise Spas focuses on harmonizing its requirements with ANSI/PHTA/ICC-5-2025 American National Standard for Residential Inground Swimming Pools.

Industry professionals, regulatory agencies, consumers, and other materially affected and interested parties are encouraged to review the proposed revisions and submit comments for consideration. Participation in the public review process helps ensure the standard reflects broad expertise, practical experience, and current approaches to safety and performance.

The public review period closes October 12, 2026. The draft standard and instructions for submitting comments are available on the PHTA-3 webpage at www.phta.org/standards-codes/phta-standards/find-a-standard/phta-3/.

As an American National Standards Institute (ANSI)-accredited standards developer, PHTA develops standards through an open, consensus-based process conducted in accordance with its ANSI-approved procedures. Public review and comment provide interested parties with an opportunity to offer input before the proposed standard proceeds through final review and approval.

The public review announcement is also scheduled to appear in ANSI Standards Action on August 28, 2026. Following the public review period, all comments will be considered in accordance with PHTA’s standards-development procedures. Publication of the revised standard is anticipated no earlier than December 2026 and may occur in 2027, depending on the comments received and the time required to complete the consensus process.
