The Pool & Hot Tub Alliance (PHTA), the trade association representing the swimming pool, hot tub, and spa industry, has announced the upcoming revision of ANSI/PHTA/ICC-4 2025 American National Standard for Aboveground/Onground Residential Swimming Pools. As part of the revision process, PHTA is now accepting applications for participation in the new PHTA-4 Standard Writing Committee (SWC).
The PHTA-4 standard covers certain criteria for the design, manufacturing, testing, care, and use of aboveground/onground residential (Type-O) non-diving swimming pools and their components. This limited revision will focus on updating child resistance requirements.
The PHTA-4 SWC will meet under the American National Standards Institute (ANSI) periodic maintenance process to review and consider revisions. Subject matter experts (SMEs) and other stakeholders who would like to serve on the SWC must be willing and able to actively participate in the language drafting process and have a working understanding of the current standard. The anticipated timeline for this project is approximately seven months.
All stakeholders, including manufacturers, producers, and retailers of aboveground/onground residential swimming pools and accessories; water safety and drowning prevention advocates; regulatory bodies; and consumers are invited to apply to serve on the PHTA-4 SWC. PHTA seeks to establish a diverse SWC, ensuring a reasonable balance between all interest categories, individuals, and organizations. Some priority will be given to applicants who have experience using, applying, and enforcing the ANSI/PHTA/ICC-4 2025 Standard.
The call for committee members was announced in the October 9, 2026, edition of ANSI Standards Action.

Interested parties who may not be SMEs or active users of the standard are encouraged to attend meetings as observers throughout the revision process.
Completed SWC applications must be submitted to PHTA by November 6, 2026. For more information, visit the PHTA-4 page, phta.org/standards, or contact Blake Pavlik, PHTA Director of Standards, at [email protected].
