Michigan-based contractor Oscar Serratos-Lozano of Sam Pool Finishes was arrested on accusations that he illegally dumped swimming pool waste into the Rocky River.
According to Cleveland.com, the arrest came after “a paddle boarder spotted blue material (thought to be paint) running down the cliffs where the river meets Lake Erie” and called the police.

Police responded to the report and found a crew coating a swimming pool. The U.S. Coast Guard, Rocky River Building Department and the Ohio Environmental Protection Agency were called, and a sample of the waste was sent in for analysis.
Serratos-Lozano was released after posting bond. The investigation remains ongoing and could result in additional charges.
