The Pool & Hot Tub Alliance (PHTA), the trade association representing the swimming pool, hot tub, and spa industry, announces the upcoming review and revision of ANSI/APSP/ICC-11 2019 American National Standard for Water Quality in Public Pools and Spas and calls for change request submissions. A review and update of information contained in the existing standard will be based on scientific research, verifiable data, and best practices for water quality.
The revised PHTA-11 standard will provide recommended minimum guidelines for the specifications for water quality parameters in the public swimming pool, spa, and hot tub industry. It will cover a range of values relating to various chemicals that are acceptable for pool and spa operation, and for purposes of public health and safety. Stakeholders include manufacturers, builders, designers, retailers, U.S. public health and code officials, local municipalities, pool and spa operators, and service companies.
In adherence with the American National Standards Institute’s (ANSI) Essential Requirements, the PHTA-11 Standard Writing Committee (SWC) will convene regularly to review change requests for revisions to the standard. Proposals will be accepted on a continuous basis and must be submitted through the PHTA Change Request Form.

Following SWC approval, a draft version of the revised standard will be submitted to PHTA’s ANSI consensus voting body, the Standards Consensus Committee (SCC), for their review and approval. The standard will also be open to public comment as part of the ANSI process. All written, properly submitted perspectives or objections will be acknowledged and addressed by the PHTA-11 SWC and SCC. Afterwards, the proposed standard will be forwarded to ANSI for its approval.
